This item is new with a Main Street hang tag. This skirt was a sample manufactured by Wolff Fording, but never forwarded into production which makes it one of a kind.  The Main Street hang tag reflects that it is a sample.  It is a polyester spandex mesh skirt with attached boy cut shorts.  The color is navy, and size is a small adult.
